Federal and State Regulations for Diesel

While the U.S. Environmental Protection Agency (EPA) sets a national standard for diesel fuel under the Clean Air Act (CAA) — which significantly reduced its sulfur content — individual states can and do establish their own regulations.

Maryland’s rules for diesel engines generally pertain to operational uses, not the fuel itself. You can review them at the state’s Department of the Environment page, but here is a summary:

• Engine idling: Vehicles may not idle for over five minutes while parked, except for traffic delays, mechanical issues, operating auxiliary equipment, warming to manufacturer standards or fulfilling the vehicle’s intended purpose.
• Unattended vehicles: Drivers must shut off the engine, lock the ignition, remove the key and set the brake before leaving a vehicle unattended.

On-Road vs. Off-Road Diesel: What’s the Difference?

When you order diesel, you must specify whether you need on-road or off-road fuel. Both are ultra-low-sulfur products, containing only about 15 parts per million of sulfur, and both provide dependable performance. The main differences are their designated use and cost.

On-road diesel is the clear, undyed version of the fuel. It is approved for use in all highway-legal vehicles, such as trucks, buses and cars. Because it is taxed for transportation funding, it is generally more expensive.

Off-road diesel is dyed red to indicate that it is tax-exempt. This fuel is intended for equipment that does not operate on public roads, including tractors, construction machinery and generators. While nearly identical in composition to on-road diesel, using red-dyed fuel in a highway vehicle is illegal and can lead to significant fines. It’s vital to use the correct fuel for your specific application.

Diesel Grades: #1 vs. #2

There are two primary grades of diesel fuel, each suited for different operating conditions.

• Diesel #1 (1-D) has a higher cetane rating, which allows it to ignite more easily, especially in cold weather. It contains fewer waxes and often includes additives to prevent gelling, making it the ideal choice for winter or for equipment frequently exposed to freezing temperatures. However, this premium performance comes at a higher cost.
• Diesel #2 (2-D) is the standard fuel for most fleets and equipment in moderate climates. It is more affordable and provides excellent energy content and lubrication, which promotes fuel efficiency and extends engine life.
